The push for constitutional reforms in Nigeria continues as the House of Representatives Committee on the Review of the 1999 Constitution gears up for a national dialogue focused on local government autonomy. The highly anticipated event is scheduled for Monday, December 2, 2024, in Abuja, marking a significant milestone in efforts to reshape the nation’s governance structure.
The announcement was made by Deputy Speaker of the House and Chairman of the Committee, Benjamin Kalu, during a meeting of the panel at the National Assembly Complex on Thursday.
Representing Bende Federal Constituency in Abia State, Kalu highlighted the dialogue’s critical role in consolidating ideas and strategies for strengthening local government administration in Nigeria.
In his remarks, Kalu emphasized the importance of the national dialogue in laying the groundwork for meaningful constitutional amendments.
He stated: “Distinguished colleagues, I would like to remind us of the upcoming national dialogue on local government and constitutional amendment scheduled for Monday, 2nd December 2024, in Abuja. This event is a vital platform to consolidate ideas and strategies for achieving a robust local government framework, which is critical to our constitutional review efforts.”

The Deputy Speaker also revealed that the committee is planning additional engagements, including public forums on tax reforms and discussions with political parties, to broaden the scope of input for constitutional amendments.
In a move to ensure nationwide participation, the committee has scheduled zonal public hearings starting in January 2025. These hearings aim to capture diverse perspectives from all geopolitical zones. The proposed locations for the hearings include:
- North East: Gombe and Borno States
- North Central: Nasarawa and Niger States
- North West: Kaduna and Sokoto States
- South East: Enugu and Imo States
- South South: Bayelsa and Cross River States
- South West: Lagos and Ondo States
Kalu underscored the importance of inclusivity in the process, urging representatives and stakeholders to engage actively in the initiative.

“There are locations in all the geo-political zones for our public engagements next year. Those from these states should engage your colleagues in the House, engage your governors, and members of your Houses of Assembly. Draw up your own local plan and let us have it so that we can integrate it into our own plan to guide us. We expect a full hall,” Kalu stated.
Kalu also stressed the need for non-discriminatory participation, ensuring that all relevant stakeholders are represented regardless of political affiliation, religion, or ethnicity.
“The stakeholder engagement list must be drawn to include all relevant stakeholders from your states. Please, do not discriminate against political parties. No religious biases. No tribal discrimination. Everyone who is a Nigerian should be in that room, and we will find a way of itemising your opinions on the 161 areas we are currently examining,” he said.
The Deputy Speaker emphasized that the committee’s commitment to strengthening democracy and deepening federalism in Nigeria remains resolute. “This is a lot of work, and it starts in January,” Kalu added, calling for collaborative efforts from lawmakers, governors, and citizens alike to make the process a success.”
The national dialogue on local government autonomy represents a pivotal moment in Nigeria’s democratic journey. By fostering open and inclusive discussions, the House of Representatives aims to address longstanding governance challenges and build a more resilient and equitable system.
